The Committee will not interfere with the provision of Erds by Shanghai and Singapore or with the Military questions involved, but may make recommendations to General Officers Commanding concerned.

Co-operation will be required from Staff Officers (I) at Shanghai and Singapore, and these officers wilḥ require assistance from the Filitary officers dealing with the guards.

Loyal co-operation from shipping firms is essential and should be fostered, but the Committee has no power to refuse armed guards to firms who fail to comply with their recommendations.

The Committee is not empowered to override the discretion accorded General Officers Commending in the matter of providing guards.
